Signing Ceremony of the Memorandum of Understanding on Cooperation for the Implementation of a Biochar and Carbon Credit Project in Tay Ninh province (Vietnam)


On the morning of February 2, in Tan Ninh Ward, Tay Ninh Province, the Department of Agriculture and Environment and the Department of Science and Technology of Tay Ninh, in coordination with Jizoku Inc. (Japan), held a Memorandum of Understanding (MoU) signing ceremony on cooperation to implement a project on biochar production from cassava stems, linked to agricultural emission reduction and carbon credit issuance under the JCM mechanism in Tay Ninh Province.

Overview of the Signing Ceremony

Attending the ceremony, on behalf of the Department of Agriculture and Environment, was Mr. Nguyen Dinh Xuan, Deputy Director of the Department. Representing the international partner was Mr. Nguyen Duy, Director of Jizoku Inc. (Japan).

Speaking at the ceremony, Mr. Nguyen Dinh Xuan emphasized that the MoU signing represents a concrete step toward implementing national and provincial policies on climate change adaptation, greenhouse gas mitigation, environmental protection, and the promotion of sustainable agriculture and a circular economy.

Environment, Nguyen Dinh Xuan, delivered a speech at the ceremony.

He noted that climate change is no longer a future risk but is already directly affecting agricultural production through extreme weather, prolonged droughts and off-season rainfall, rising input costs, and increasingly stringent market requirements for environmental standards and traceability. Without innovation in production methods and the application of science, technology, and emission-reduction solutions, the agricultural sector of Tay Ninh would face significant challenges in achieving sustainable growth and improving farmers’ incomes.


Mr. Nguyen Duy, Director of Jizoku Inc. (Japan), presented the project on
producing biochar from cassava stems and reducing agricultural
emissions linked to carbon credit issuance under the JCM mechanism at
the signing ceremony.

In this context, alongside major low-emission agriculture programs, Tay Ninh has selected cassava as a key crop—with large cultivation areas and abundant agricultural residues—to pilot circular economy and emission-reduction models and to participate in the carbon credit market, which is considered well aligned with local conditions.

The Department of Agriculture and Environment affirmed its commitment to accompanying enterprises and relevant stakeholders throughout the project implementation, ensuring close coordination, timely support, regulatory compliance, and practical, effective outcomes. The Agricultural Extension and Agricultural Services Center will serve as the technical focal point, linking research and pilot activities with actual farming practices and farmers’ needs.

At the ceremony, Mr. Nguyen Duy stated that Jizoku Inc. is a Japanese company specializing in carbon credit issuance, with extensive experience in applying J-Credit methodologies in Japan.

Under the MoU, the parties will focus on conducting a feasibility study on biochar production from cassava stems, piloting low-emission rice cultivation models, and assessing greenhouse gas mitigation potential linked to the JCM – Joint Credit Mechanism. Jizoku Inc. commits to working closely with provincial technical agencies and research partners to ensure objectivity, transparency, verifiability, and full compliance with Measurement, Reporting, and Verification (MRV) requirements.

carbon credit issuance under the Joint Capital Mechanism (JCM) in Tay
Ninh province.

The cooperation is expected to enhance the value of the cassava sector, improve farmers’ incomes, and contribute meaningfully to the goals of green, sustainable agricultural development and the emission reduction commitments of Tay Ninh Province and Viet Nam as a whole.
